Tball Playing Rules

 
  1. The home run line is set to 100 feet.
  2. The base paths are set at 60 feet.
  3.  The radius foul line in front of home plate is 15 feet. If the batted ball does not cross this line, it is a foul ball.
  4. There is a 1 hour time limit for each game. Innings shall not be started after this time limit has been reached. However, an incomplete inning shall be finished before a game is finished.
  5. Each team shall bat its entire line-up. When both teams have completed this, the inning shall be over.
  6. Each team shall include all players on the team who are present in the batting order and in defensive alignment on the field (no one sits out). If a player arrives after game has begun, the manager shall add the player to the end of the batting order and ask for time to insert the player in the defensive alignment.
  7. The Batter shall hit off the tee. Pitched balls are not allowed.
    1. There are no strike outs in this level of play. 
    2. The Ground Rule Double is in effect. If the batted ball travels on the ground across the home run line, the batters and the base runners are allowed two (2) bases.
  8. Base runners shall advance one (1) base for each fair hit ball.
  9. The catcher will stay off to the side well away from the batter until the ball is hit. He/she is required to wear a batter’s helmet.
  10. The use of a supporter and protective cup is suggested for all male players.
  11. If a player is injured while the ball is in play, “time” will be called immediately. After the player has been attended to, the runners can advance one base.
  12. Three (3) adult coaches will be allowed in the outfield when their team is in defensive alignment. The purpose of these coaches is to provide instruction to the fielders. They must not interfere with a player fielding the ball or touch the ball or players while it is in play. All other managers, coaches, or parents shall not enter the field while the ball is in play.
  13. Loading up of one side of the outfield is NOT PERMITTED.
  14. Only six (6) infielders are allowed. (1st base, short stop between 1st and 2nd, 2nd base, shortstop, 3rd base and the pitcher).
  15. None of the outfielders shall be in the infield before the ball is hit by the batter.
  16. The defensive pitcher shall be on the rubber until the ball is hit.
  17. Offensive coaches are permitted at the coaching boxes. (1st and 3rd bases) and at home plate for instruction but are not permitted to assist base runners. The coach at home plate is there to tee-up the ball and instruct the batter.
  18. Putting the ball in play: When all the defensive players are in position and ready, the home plate coach will place the ball on the tee and say, “play ball.”
  19. Umpires are not necessary; coaches from both teams will do.
  20. T-Ball is strictly an instructional level of baseball/softball. It is meant to be fun with no pressure to perform and to provide an introduction to organized team sports. Scores should not be kept; at the end of the game, everyone is a winner.
 
Games will start on time
 


“Rookie” Playing Rules

 
1.        The home run line is set at 140 feet.
2.        The base paths are set at 60 feet

3.        There is a 1 ½ hour time limit for each game. Innings shall not be started after this time limit has been reached. However, an incomplete game shall be finished before the game is called.

4.        Three outs or five runs shall end the inning. DO NOT KEEP SCORE OR STATISTICS.

5.        The use of an athletic supporter and protective cup by all male players is suggested by the league and is mandatory for the catcher.
6.        Each team shall include all players on the team who are present in the batting order and in defensive alignment on the field (no one sits out). If a player arrives after the game has begun, the manager shall add the player to end of the batting order and ask for time to insert the player into the defensive alignment.
7.        The batter
  1. The manager, coach or an adult designated by the manager shall pitch to the batter, or the pitch may be thrown by a pitching machine.
  2. The batter shall be limited to eight (8) pitches or four (4) strikes, unless the eighth pitch is foul.
    1. A strike shall be called when the batter swings at the pitched ball, not for a ball pitched into the strike zone that the batter does not swing at.
    2. Four (4) strikes or eight (8) missed pitches are one (1) out.
  3. Intentional bunting is not allowed.
  4. The “Infield fly” rule is not used.
  5. The Ground Rule Double is in effect. If the batted ball travels on the ground past the home run line, the batter and base runners are allowed two (2) bases.
  6. A batter will not be awarded first base when struck by a pitched ball.
  7. A batter cannot receive a base on balls.

8.        Base runners are only allowed to advance on a hit ball.

9 Catchers must wear gear.
10.     Loading up on one side of the outfield or infield is NOT PERMITTED.
11.     None of the outfielders shall be in the infield before the ball is hit by the batter. There are only six (6) infielders (1st base, 2nd base, shortstop, 3rd base, catcher, and the pitcher).
12.     The defensive pitcher shall be as close to, or on the rubber, (with allowances for being able to see the batter around the adult pitcher/pitching machine) until the ball is hit.
13.     Time will be granted by the umpire, only when the play has stopped.
A.      NO ONE shall enter the field of play before time is granted.
B.       The manager and coach are the only ones allowed to ask for time.
 

15.     The use of two umpires should be utilized: the plate umpire from the home team and the field umpire from the visitors. Coaches can fill these positions.

16.     Adult pitchers

A.      The manager, coach, or adult designated by the manager shall pitch to the batters on his/her team unless a machine is used to pitch.
B.       Overhand pitching is recommended, but underhand is allowed.
C.       The adult pitcher shall not coach the offensive base runners (he/she is there for the batter).
D.      If the adult pitcher, out of reflex, catches a ball or interferes with a play, that ball is a dead ball, and is declared ‘NO PITCH’; this does not count towards the batter.
E.       If the ball hits the adult pitcher and no attempt is made by him/her to catch it, the ball is in play (this also applies to umpires).
F.       The adult pitcher should receive the ball from the defensive pitcher..
17.     Dead ball
A.      When time is called after play has stopped.
B.       When the defensive pitcher receives the ball on the mound from the catcher or a fielder only when all play on the field has stopped. The defending team cannot use this rule to stop infield play or to prevent a run from scoring.
18.     If a player leaves the game because he/she is departing the game, injured, or for disciplinary reasons, and then re-enters the game, he/she shall be re-inserted into the defensive alignment anywhere the manager chooses, but must be placed back in the original batting order position.
19.     The Rookie level of baseball is by league definition “Advanced T-ball.” The use of a real (RIF) baseball and the emphasis on hitting a pitched ball is helping to prepare the players for the minor leagues and beyond. Emphasis should be on the fundamentals of baseball, good sportsmanship, and playing as a team. Pressure to perform should not be subscribed to.

SingleA Playing Rules

 
The A level shall conform to the playing rules as set forth in the current Minor League Baseball Official Regulations and Playing Rules with the following exceptions:
  1. The home run line is set at 150 feet from home plate.
  2. The Ground Rule Double is in effect.
  3.  Two (2) hours of  game play Period       
  4. Each team shall include all players on the team who are present in the batting order. There are nine (10) players in defensive positions on the field. 4 outfielders.
  5. The four (4) run limit or three (3) outs (which ever occurs first) shall end that half of an inning except for the last inning when three (3) outs end play (unlimited runs will be allowed). The umpire shall determine the last inning.
  6. All players shall play in the field a minimum of 9 defensive outs per game. Any player who does not complete the minimum due to time or weather restraints shall start the next game and complete the outs he/she missed plus his/her outs of that game. Note: the outs need not be consecutive. (Minimum playing time will be strictly adhered to.)
  7. Slaughter rule: If in the course of any scheduled game after four (4) complete innings, one team is ahead by 15 runs or the home team is ahead by this amount by the end of three and one half (3 ½ ) innings, the game will be stopped aqt that point and the said team will be declared the winnier.
    1. The losing manager can concede the victory to the opponent (after the correct amount of innings have been played) when he/her team is trailing by 10 runs.
    2. Defensive playing time will be adhered to.
  8. Umpires, will be supplied by the opposing teams. The home team will supply the plate umpire and the visitors will supply the field umpire.
    1. Umpires shall remind both managers and the official scorer of the start time when the game begins.
    2. The plate umpire’s watch is the official timepiece.
    3. The umpire shall watch the time and try to determine which inning is the last inning within the two (2) hour time limit, and notify both managers before that inning begins (unless 6 innings have been completed within the time limit).
  9. Score keeper
    1. The home team shall provide the official score keeper. He/she should be notified immediately if any defensive changes are made by either manager.
  10. Disciplinary action such as benching will be allowed only when the player, parent (where possible), and the opposing manager are informed prior to the start of the game. When benching has occurred, the player agent and the VP shall be informed as soon as possible within reason.
  11. Managers shall maintain pitching eligibility forms and pitch count forms and have them available for opposing managers and/or League officials. 
  12. The Reduced Injury Factor (RIF) baseball will be used for the first half of the season; a regular baseball will be used in the second half to help prepare for post-season play. 
 

Games must start on time.

 

AA Playing Rules

 
The AA level shall conform to the playing rules as set forth in the current Minor League Baseball Official Regulations and Playing Rules with the following exceptions:
  1. The home run line is set at 165 feet from home plate.
  2. The Ground Rule Double is in effect.
  3. Stealing home on a pitcher/catcher (this includes a passed ball on a pitch), or catcher/pitcher exchange is not permitted during the first half of the season. At mid-season this will automatically be allowed.
    1. After mid-season the following rule on stealing home the following rule will be observed: As soon as the catcher is in the catcher’s box and the pitcher has the ball and is returning to the rubber, the runner on third base shall make up his/her mind to go home or return to third immediately. If he/she is just dancing around at that point, he/she will be warned by the umpire the first time. He/she may called out for delay of game on further infractions. The coach will be reprimanded for delay of game, and, if this continues, he can be removed from the game by the umpire. The purpose of this rule is to keep the game moving for the kids.
  4. Full innings may not be started after two (2) hours of play unless four innings have not been completed or the game is a tie. Game rescheduling shall be done between the managers, field scheduler, and the player agent for VP at the earliest possible date if there is a rainout.
  1. Each team shall include all players on the team who are present in the batting order. There are nine (10) players in defensive positions on the field.  Four (4) outfielders will be used and each team have ten (10) players on the field.
  2. The four (4) run limit or three (3) outs (which ever occurs first) shall end that half of an inning except for the last inning when three (3) outs end play (unlimited runs will be allowed). The umpire shall determine the last inning.

  9. The League suggests that all male players wear a supporter and protective cup.
    1. The catcher shall wear all appropriate gear plus a supporter and protective cup without exception.
  10. The Reduced Injury Factor (RIF) baseball will be used for the first half of the season; a regular baseball will be used in the second half to help prepare for post-season play. .
 
Games must start on time.



AAA Playing Rules

 
The AAA level shall conform to the playing rules as set forth in the current Minor League Baseball Official Regulations and Playing Rules with the following exceptions:
 
  1. The home run line is set at 185 feet from home plate. (GB 2008, 3.13)
  2. The Ground Rule Double is in effect when there is not a fence. (GB 2008, 3.13)
  3. Stealing home and bunting are permitted.
  4. Full innings may not be started after two and a half hours of play.. This applies to play not interrupted by official “Time” called for the weather to clear or other unforeseen circumstances.
    1. The game can continue but weather conditions, the next game’s starting time, and darkness should be taken into consideration. The managers can discuss these variables, but it is ultimately the umpire’s decision and his decision will be final. (The umpire is responsible for the players’ safety on the field.
    2. Game rescheduling shall be done between the managers and player agent at the earliest possible date with notification given to the VP.
  5. Each team shall include all players on the team who are present in the batting order.
  6. A five (5) run limit per inning or three (3) outs, whichever occurs first, shall end that half of an inning, except for the last inning when three (3) outs end play.
  7. All players shall play a minimum of nine defensive outs per game. Any player who does not complete the minimum due to time or weather restraints shall start the next game and complete the outs he/she missed plus his/her outs for that game. Note: the outs need not be consecutive (minimum playing time will be strictly adhered to).
  8. Slaughter rule: if in the course of any scheduled game, after four (4) complete innings, one team is ahead by 15 runs or the home team is ahead by this amount by the end of three and one half
    (3 ½) innings, the game will be stopped at that point and the said team will be declared the winner.

    1. The losing manager can concede the victory to the opponent after the correct amount of innings has been played, when his/her team is trailing by 10 runs.
    2. Defensive playing time will be adhered to.
  9. Umpires, unless otherwise noted by the Umpire-in-Chief, will be supplied by the opposing teams. The home team will supply the plate umpire and the visitors will supply the field umpire.
    1. Umpires shall remind both managers and the official scorer of the start time when the game begins.
    2. The plate umpire’s watch is the official timepiece.
    3. The umpire shall watch the time and try to determine which inning is the last inning within the two (2) hour time limit, and notify both managers before that inning begins (unless 6 innings have been completed within the time limit).
  10. Disciplinary action such as benching will be allowed only when the player, parent (where possible), and the opposing manager are informed prior to the start of the game and in extreme situations during the game. When benching has occurred, the player agent shall be informed as soon as possible within reason.
  11. Managers shall maintain pitching eligibility forms and pitch count forms and have them available for opposing managers and/or League officials.
Games will start on time.


 
Little League Majors rules shall conform to the playing rules as set forth in the current Official Regulations and Playing Rules for All Divisions of Little League Baseball.
 
1.     Umpires: when the assigned umpire is not available and the League staff is unable to obtain a substitute, opposing teams will each supply an umpire (coach, parent, etc.), mutually acceptable to the team managers. Home team supplies the plate umpire and the visitors supply the field umpire. When the league supplies the plate umpire, he/she may (at his discretion) want a team field umpire from the home team and/or the visiting team.
2.     The Ground Rule Double will apply to Major League games played on fields without a fence.
3.     All managers will play players for at least nine (9) defensive outs. Note: the outs need not be consecutive.) Any player who does not complete the minimum due to time or weather restraints shall start the next game and complete the outs he/she missed plus his/her outs for that game. Defensive playing time will be strictly adhered to.
4.     All managers shall bat all rostered players present. The batting order cannot change once the game has begun. If a player is injured during the game, he/she can be removed from the batting order. If he/she returns, he/she must be placed back in his/her original batting position.
5.     Disciplinary action such as benching will be allowed only when the player, parent (where possible) and the opposing manager are informed prior to the start of the game and in extreme situations during the game. When benching has occurred, the player agent shall be informed as soon as possible within reason.
6.     Managers must maintain pitching eligibility forms and pitch count forms and have them available for opposing managers and/or League officials.
